I have a Magellan GPS Blazer 12. It's small and relatively no-frills, but it is waterproof (actually more like highly water resistant) and cheap (relatively.) I paid $120 for mine this year, but have seen them on sale for $99 recently -- possibly Gander Mountain, if you have those in your neck of the woods.

As to waterproofness, there has been some discussion of that here, and they really aren't totally waterproof. Mine gets some water into the battery compartment, but I think that there's a seal between the battery compartment and the more important electronics. I have submerged it, but not for any great length of time -- only while rolling.

The Blazer 12 has the standard navigation aids such as waypoints with GoTo functions, etc. It also has spedometer and odometer readings that are kind of handy.

But a GPS unit by itself will not save your life. As George would likely say: 'good way to let your brother know the coordinates of where he's dying.'
