It's expensive, but I use a Lotus Rescue Vest, with the center belt and rear ring for towing equipment. I've used it on a couple of occasions - once to tow a date home when the wind got high, and another time to tow some gear bags that got washed of a sit-on-top during a surf launch.
Technically, the ring system should only be used by a trained whitewater expert, which I'm not, but I don't get into the same kind of hairy situations that a river kayaker does. And the tow system is REALLY handy when you need it.
