Hatch Saw

I went the cheap route and used a hack saw blade. Not the whole hacksaw just the blade with a short section of dowel duct taped to it to make a handle. (I'm a telemark skier in the winters.) Tape the handle on the end so that the teeth face into the wood, assuming that you're working from the top surface of the deck. I was able to cut the nice curves of my hatches following my pencilled line.
