It might depend on how big the cockpit is. I am not too much smaller than your brother (more weight -- too much turkey -- and same shoe size). My Pygmy Arctic Tern is more than big enough under the knees. However, much of the space has to do with the fact that I can bring my knees up and streach out once in a while due to the big cockpit. 8" in the foot may be a little tight. My size 10 foot is about 11" long plus choice in shoes. The pygmy is perfect with wetsuit booties but ever so slightly tight with my Tevas.
