If you have no experience in boatbuilding you will probably want to get a book on the subject so you can see how to do the work. There are several that have plans in them.
What type of river paddling are you contemplating? Touring, or running rapids? Have you done much river addling in kayaks, and if so, in what boats? were they good for you, too big, too small?
About how big are you? Height, weight and shoe size (I'm serious) are important to know in chosing a design.
Finally, do you have a preference for any type of construction method? Do you have the tools for making wood strips, or the money to buy them? Or, would you prefer to build with plywood? For a simple, inexpensive, and easy to build boat it is hard to beat a skin-on-frame model -- but rocky rivers and rapids are not their domain.
Give us a bit more information on your needs and we'll be better able to answer this.
Plans are not always very expensive. When they can save you time and money over the duration of the building project it is worthwhile buying them.
