Are you sure you want to reduce the width that much? 5% of 21" is about 20"--have the ladies paddled boats that narrow? Of course, if they're shorter, making their CG lower than burly, top-heavy guys, they might be comfortable with 20" beam. Will you use the boats for camping, or just day-tripping? If you use them for camping, I'd be reluctant to sacrifice any more gear-carrying volume.

As for reducing length, you could either scale them as described in the back of Nick's book, or just do a linear scaling (reducing form spacing to 10.75" will get you pretty close to 10% shorter).

As for reducing form size, just plot the forms full-sized and then either scale them while still in CAD or a with a good copier set at 0.95.
