Kayak dismensions

I need some help from the professionals. I cannot seem to get a straight answer as to where the measurements for kayaks are taken. I have seen kayaks that are advertised as 24" wide and when I measure them with my handy tape measure they sometimes are much wider. There must be an industry standard. Help, please.
