Check out Detroit Radiant Products at www.reverberray.com. I happen to be a factory rep... If your garage is attached, the DBS series residential heater is applicable. Not quite portable, but it is removable if you move.

I have an HL 20-75 in my shop. This is the cats meow for working with epoxy. I set the boat under the heat for a half hour or so, and then turn the heat off. You have to let it start to cool for about 15 minutes, and then apply. Once the glue is green, beyond the bubble stage, then the heater cures it quite nicely.

It may be a little more money than you wanted to spend, but second to in-floor hot water radiant it's the way to go. Heating the air also stirs it up, along with the dust from everything in the shop. And you are absolutely right about the kerosene, not only the fume contaminate and the combustion byproducts which are unhealthy to breath, but the condensate as well.
