I'm not sure if you're kidding or not. it's not seen in your picture, but the black things @ the bottom are spring clamps, & they are holding something together, again, it's not seen in the image. whoever did that, wanted the spring clamps @ the bottom to hold (much) stronger, so he used the orange clamps uo side down to press the black clamps to open more.
there is a message about it few inches down the board. the name of that message is "tiny strip clamping tip"
