Go in to your friendly local truck tarp and awning maker. They usually do raft and zodiac-type boat repairs. If they've repaired them, they can probably build 'em.
You could make the hull a S&G, and have the tarp maker make the inflatable pontoons. You could probably even borrow a friend's boat and try to get panel shapes from that. A lot of those hard-bottomed inflatables have an aluminum bottom, so it would be a hull shape that would be easy to duplicate in marine ply.
