Like Ian said, they should stick to each other just fine, but I wouldn't put any structural coat of epoxy on top of a completely cured base coat. I don't think I would trust the mechanical bond to slick epoxy. Sand it lightly first if the bottom coat is cured. If it's green, just go right over it--shouldn't be a problem.
