hey mike,

correct me if I'm wrong,

but once you paid for one set of plans, you can LEGALLY build as many boats as you want. as a matter of fact, I think you can even distrubute it & it WILL BE LEGAL, as long as you don't make money out of it. & this is regardless of what this designer or another force you to agree to when you "open the package" or anything like that.
