If this is System 3 Clear Coat it will not develope an amine blush. I don't know about System 3's other epoxies.
Most other brands of epoxy do develope an amine blush. Humid air is what causes an amine blush in epoxies which do blush. The higher the level of humidity the faster and more of an amine blush will develope. If you glass while the epoxy is still in it's green stage you don't need to sand or do any surface prep at all. The manufacturers recommend subsequent applications while the cure is in the green stage which is usually whithin 72 hours of mixing. This time will vary with temperature and humidity and the specific resin/hardener you are using.
It would be worth the cost to contact the manufacturer for help in your situation.
