The usual method is to nail or glue the first deck strip on the forms, then put the shear strip in place without glue or nails, strip the hull, remove and discard the deck strip, and strip the deck.

Since no one mentioned it: Thinner strips are easier to handle (bend and twist) than thicker strips.
