Luan can be a fine wood, but you must shop around for decent sheets. Home Depot has the best I've seen, with thick outer skins, no voids, good gluing, and nylon reinforcing threads between the laminates. Even CLC, a rabid anti luan company, has changed their tune somewhat. But if you just go to any store, without examining quality, you can bring home some horrible wood called luan.
As for the polyester resin, you can build with it, but I wouldn't advise it. You will be building heavy, and you will be building weak. Can it be done? Certainly, but I wouldn't care to be anywhere but on a calm pond with a polyester stitch and glue boat, particularly a first builder.
