I had paint problems once using System-3 and Interlux paint. I ended up using a primer formulated for epoxy and that took care of it.
After switching to MAS and Pettit, I have always used the primer and not had a problem. As Mike pointed out, it's a good idea to wash off the blush before sanding, but even that didnt work for me. Try Pettit's primer next time. If you want, I'll post the product number, I think I still have some in the shop. Be sure to use the same brand of primer as paint.
